The Opportunity

The Traffic Services Branch is a branch within the Development Services Department. This branch is responsible for traffic administration, roadway illumination, roadway traffic signage, project signing, traffic control signals, pavement markings, traffic safety and guide rails and railway crossing maintenance. This branch also administers the annual traffic calming program (i.e., speed cushions), and reviews the collision database for all reported collisions in Barrie. In addition to traffic duties, this branch is also responsible for all Right-of-Way activities, including issuing municipal consents and Right-of-Way Activity permits, conducting Right-of-Way Activity inspections where required, and taking charge of the City’s Graffiti Abatement Program.

Under the general guidance and direction of the Supervisor of Traffic Systems, the Senior Transportation Systems Technologist position is responsible for planning, designing, monitoring, analyzing, evaluating, and modifying traffic control systems and related traffic control devices, including streetlight illumination and traffic communication systems and traffic signals, to support the efficient operation of City of Barrie’s transportation network. Furthermore, this position is responsible for monitoring traffic signals and traffic flow along the City’s major arterial and collector routes identify and correct traffic delays and disruptions. Additionally, this position participates in, and supports the planning and implementation of transportation projects, systems, and plans, such as transportation master plans, traffic signal projects, and streetlight illumination projects. In addition, this position is responsible for collaborating with the Supervisor of Traffic Systems in developing and preparing contracts and administering contracted services for the installation, maintenance, and/or repair of traffic control devices and/or systems and/or transportation planning related studies or initiatives. Lastly, this position collects, reviews, and analyzes traffic and transportation data and information to provide technical advice, guidance, interpretations, explanations, and/or comments regarding the impacts to the City’s transportation systems and network. Overall, this position plays an integral role in supporting the development and maintenance of a well-balanced transportation network to serve the City of Barrie’s future needs and development while ensuring the safe movement of pedestrians, cyclists, transit users, and motorists throughout City of Barrie.

Education (degree/diploma/certifications) 

  • Three (3) year College Diploma in Transportation Engineering Technology
  • Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT)
  • Work Zone Traffic Control Safety Certificate from the International Municipal Signal Association (IMSA)


  • Five (5) years of experience performing duties related to the above mentioned major responsibilities


  • Working knowledge of the following legislation, regulations, or requirements: Occupational Health and Safety Act; HighwayTraffic Act; Ontario Traffic Manuals
  • General knowledge of the following principles and standards: municipal infrastructure and public works operations
  • Working knowledge of the following principles and standards: transportation planning and transportation engineering principles and practices; Transportation Association of Canada (TAC) Design Guidelines; Institute of Transportation Engineers (ITE) Trip Generation Manuals
  • Demonstrated ability to:
    • conduct research and prepare reports;
    • develop, promote and maintain effective relationships with internal and external stakeholders;
    • exert effort to lift, push, pull, or carry objects for continuous, short periods of time;
    • identify problems, develop and evaluate options, and implement solutions utilizing reason, judgment and prescribed resources;
    • interact effectively and courteously with all levels of staff and contacts in a political and community/client service environment;
    • maintain a high standard of public relations at all times;
    • perform in a manner which is consistent with corporate goals, vision, mission, and values;
    • read and interpret plans, maps and infrastructure drawings
    • select and apply suitable mathematical methods or formulas to conduct analysis to develop conclusions and/or solve problems

  • Intermediate skills include: Analytical; Interpersonal; Organizational; Problem Solving; Report-writing; Time Management; Written Communication
  • Basic computer literacy using the following systems and software: transportation forecasting software; Microsoft Office Suite (Excel, PowerPoint, Outlook and Word), GPS, GIS, AutoCAD, project management software and the Internet
  • Intermediate computer literacy using the following systems and software: traffic analysis, optimization, and simulation systems and software applications

Conditions of Employment

  • Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle to use on corporate business
  • Satisfactory Criminal Record Check*

*Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Procedure. Existing employees will be grandparented from this requirement.

Location: City Barrie Operations Centre, 165 Ferndale Drive North, Barrie, Ontario*
*Please note the City has a Hybrid Work Program Procedure that may allow a hybrid work arrangement for employees who meet the eligibility requirements.

Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement.

Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2023 pay range:
Pay Level: Level 9
Yearly Salary: $76,130.60 to $91,163.80 per year
Hourly Pay Rate: $41.83 to $50.09 per hour
