Khan Award 2026 Recipient\nBassam Hamwi\, M.Eng. P.Eng. \nBassam earned his Bachelor of Engineering and Master’s degrees from Carleton University in 1991 and 1993\, respectively. Throughout a distinguished 33-year tenure in the consulting industry\, he held progressive leadership roles\, culminating in his appointment as Vice President of Transportation Planning at Morrison Hershfield in 2023. Guided by a lifelong commitment to learning and a passion for the early Church tradition\, Bassam is currently pursuing graduate theological studies in Pennsylvania. \nBassam has continuously contributed to the advancement of the profession. He has numerous publications over the years to his credit\, and has been a member of numerous national technical committees including the Transportation Association of Canada’s Connected and Automated Vehicles Integrated Committee; Finance Standing Committee; and Green Guide for Roads Task Force. \nBassam has received a number of awards of excellence during his career\, and was part of a number of local award-winning projects including most notably the “Gold Award” from the Canadian Council for Public Private Partnerships for Ottawa Confederation Line Preliminary Design & Procurement as well as the “Excellence in Planning Award” from the Professional Planners Institute Ottawa Road & Transit Master Plan. \nProject of the Year Award 2026\nOttawa River Transit On-Demand Pilot Service \nIn 2025\, the City of Pembroke launched its first conventional transit service in nearly thirty years. Ottawa River Transit\, an on-demand transit service\, provides residents with access to transit throughout the community. The service operates from Monday to Saturday with a dynamic routing algorithm that allows riders the ability to book their trip as little as 15 minutes beforehand. Since launching in August\, the response from the public has been overwhelmingly positive with more than 15\,000 rides completed. The early success of the service can be attributed to developing a right-sized solution for the community and a robust and on-going communications plan. \nPresenter: Angela Lochtie \nAngela Lochtie is the Director of Corporate Services (Treasurer/Deputy Clerk) and now Transit Liaison for the City of Pembroke\, where she brings financial leadership\, municipal expertise\, and a practical belief that good ideas need more than spreadsheets to succeed. Her passion for transit started long before Ottawa River Transit. As a university student in Montreal and later a young professional in Ottawa\, Angela relied on public transit because\, like many people starting out\, she had big goals\, big student loans\, and no money for a car. When she moved to the Ottawa Valley with her young family about 15 years ago\, she recognized that while the region is a beautiful place to live\, transportation can be a real barrier. She championed this project because she understands firsthand that affordable transit is more than a ride — it is access to jobs\, education\, community\, and opportunity. That is what made Ottawa River Transit so important to her: the belief that affordable transportation helps level the playing field and opens the door to connection\, employment\, and belonging for everyone. Everyone deserves a way to get to where they want to go. \nPresenter: Jordan Papazoglou\, P.Eng. \nJordan Papazoglou\, P.Eng is a Senior Transit Innovator at Left Turn Right Turn (LTRT) with experience in working with small and rural communities like Pembroke and North Grenville to develop and improve their transit systems. Consider transit\, walking\, or biking.  \n  \nPRESENTERS: \nCity of Ottawa 2025 Multimodal Level of Service (MMLOS) Guidelines Update – Presenters: Juan Lavin\, P.Eng.\, Alex Buck\, C.E.T.\, Amir Zahabi\, P.Eng. \n Juan Lavin has been a transportation engineer within the Traffic and Transportation Planning Group at Parsons’ Ottawa Office for around 8 years. Juan is passionate about active transportation and strives to guide design towards vision zero\, following the guidance from the Protected Intersection Design Guide (PIDG)\, Multi-Modal Level of Service (MMLOS) and other leading industry standards. Juan helped develop the New 2025 MMLOS Guidelines for Ottawa using his professional work experience\, engineering best practices and knowledge of the previous guidelines\, plus lived-experience as someone who bikes to work\, occasionally takes transit and enjoys daily walks with his family and dog. Juan has a diverse portfolio\, working on active transportation projects\, transit feasibility studies\, road construction management/detours\, transportation master plans\, transportation impact studies and more. \n  \n \nAlex Buck is a transportation technologist with over 10 years of experience in the transportation planning and engineering field. He specializes in a detailed traffic modelling environment and is typically responsible for handling complex problems and providing unique solutions. Alex has in-depth knowledge of industry-standard best practices in transportation planning and a substantial background of successfully completed projects. Amir has published over 10 peer-reviewed journal articles and is an active member of the Transportation Association of Canada. He has also contributed to various academic institutions\, offering over six years of teaching experience in transportation planning. \n  \n  \nCampus Avenue Dutch-Style Roundabout – Presenter: Will Rose\, P.Eng \n \nWill Rose is a Civil Engineer with 13 years’ experience in the construction and civil engineering industry. He is an established senior design engineer\, having started in Contract Administration as a site inspector where he quickly learned construction practices\, techniques\, and the importance of ‘constructability’ for any design. As he progressed in his career from site inspector to contract administrator\, he further developed his skills and knowledge with respect to contract tenders\, specifications\, quantity calculations\, and communicating with multiple stakeholders. Using knowledge he gained from the Contract Administration side of the industry\, Will has developed into a well-rounded Transportation Engineer who can complete functional\, preliminary and detailed designs and put together contract drawings\, quantities\, and specifications to ensure the Client’s project is designed with the highest level of quality. Will has designed and constructed complete street projects and MTO highway projects ranging from protected intersections\, roadway widening\, and roundabouts. \nThis presentation will discuss the design and implementation of Dutch-inspired features to accommodate cycling facilities and prioritize pedestrians at roundabouts. The showcase will be the Campus Avenue Roundabout at Campus Avenue and University Drive located on the Campus of Carleton University. He has demonstrated exceptional leadership and impact across the public\, private\, and non-profit sectors\, as well as academia\, showcasing his broad expertise and leadership in the National Capital Region and beyond. \nProject of the Year Award 2025 \nChief William Commanda Bridge Multi-Use Pathway \n \nIn summer 2023\, the City of Ottawa completed Phase 1 construction of the Chief William Commanda Bridge Multi-Use Pathway\, part of a larger bridge rehabilitation project with a cost of approximately $23.7M. Phase 2 involved substructure rehabilitation and was completed in fall 2024. The project consists of the construction of a MUP on the inactive railway Chief William Commanda Bridge without removal of the existing track infrastructure. The new MUP links the City of Ottawa’s Trillium Pathway and the National Capital Commission (NCC) Ottawa River Pathway to the NCC Voyageurs’ Pathway in Gatineau. \nPresenter: Chris Redden \nChris Redden is a senior active transportation design engineer with Parsons. He has worked on many projects in the Ottawa area over the past 17 years\, with experience in all stages of design\, from feasibility studies and functional designs through to detailed design and engineering services during construction. Overall\, this project demonstrates significant improvement to the safety and attractiveness of active transportation in the community. Since the projects recent completion\, this critical corridor has already seen an increase in the use of active transportation modes to support the socioeconomic growth and environmental sustainability of the neighbourhood. The Montreal Road Revitalization project is an excellent example of how active transportation principles can be applied in underserviced communities to construct vibrant and welcoming streets with well-balanced transportation networks. \nPresenters:\nKelly Lalonde\, P.Eng. \nKelly is Vice President at Robinson Consultants Inc and was the Consultant Project Manager of the Montreal Road Revitalization project. She has more than 25 years of experience in the project management\, design\, and contract administration of transportation and municipal infrastructure projects throughout Ontario. Since joining Robinson Consultants Inc. in 2007\, Kelly has held several leadership roles\, including Manager of Transportation Engineering and\, most recently\, Vice President. Kelly holds a Bachelor of Civil Engineering and Management from McMaster University and is a Licensed Professional Engineer. She has served as Director for the Professional Engineers of Ontario Lake Ontario Chapter\, Director and Treasurer for the Professional Engineers of Ontario Ottawa Chapter\, and Treasurer for the ACEC Ottawa Chapter. \n  \n  \nMario Kotowski\, P.Eng. \nMario Kotowski has over 24 years of experience in Transportation Engineering\, including project management\, detailed design\, and functional planning. DESCRIPTION:This event has been re-scheduled to November 10\, 2023 \nThe City of Ottawa is updating its Transportation Master Plan (TMP). The TMP Policies\, approved in April 2023\, describe how Ottawa will plan\, design\, build\, operate\, and maintain its transportation system to achieve the goals of the new Official Plan. The TMP Capital Infrastructure Plan\, to be completed in 2025\, will identify the projects and investments that are needed to meet future travel needs and achieve the City’s mode share and greenhouse gas reduction targets. It will also identify a subset of projects that are affordable within the City’s long-range financial plans. \nPlease join us to learn more about some of the new policies and actions in the TMP\, and the next steps for updating the Capital Infrastructure Plan. \n  \nPresenter Biographies\nKatarina Cvetkovic\, M.Eng.\, P.Eng.\, City of Ottawa\nKatarina Cvetkovic is a senior project manager in the City’s Transportation Policy & Networks Branch and is leading the update of the Transportation Master Plan Part 2. DESCRIPTION:The Cleaning the Capital campaign is a citywide cleanup that occurs in the spring and fall of every year. Residents come together as a community and combine efforts to make our city clean and green. 2023 marks the 30th year of the Cleaning the Capital Program! This Spring\, there are over 800 projects happening across Ottawa. \nITE Canada National Capital Section invites you to join us on May 13th to clean up a local park. Come for the clean-up\, the post-event social time\, or both! We will have some gloves and garbage bags on hand. \nWhen: Saturday\, May 13\, 2023 \n· 10-11am: Clean-up \n· 11-noon: Café (SuzieQ Doughnuts) \n  \nWhere: Meet at Laroche Park (near Bayview Station) – baseball diamond at southwest side of park\, off of Stonehurst Ave. \n(Contact Shawn Smith at 343-996-1410 on the day of the event if you have trouble finding the group) \n \n  \n

SUMMARY:Incorporating Safety in Transportation Impact Assessment (TIA) Guidelines
DESCRIPTION:The City of Red Deer has updated the TIA guidelines to bring up to speed and stay current with industry standards including additional guidance on safety reviews preparing TIA’s.  In this presentation you will learn how these changes will help review development impacts from traffic considering all modes of travel as well as looking at additional factors beyond capacity.  The presentation also covers changes in the guidelines when determining when a TIA is required as well as other safety related elements added to the City’s Engineering Design Guide. \nRuss Watts works with the City of Red Deer as the Development & Transportation Engineer.  Prior to this\, Russ worked with Alberta Transportation in various roles related to highway operations\, planning and management.  His work experience spans over 25 years and includes a variety of transportation\, traffic\, municipal and provincial projects.  Russ has a diploma from Red River Community College in Winnipeg\, MB in Winnipeg.  Russ is Professional Licensee with APEGA and Professional Technologist with ASET.\n\nJoin Virtual Event:\nhttps://youtu.be/Zbw-_oYijDA\n

DESCRIPTION:Diverging Diamond Interchanges – A Decade of Lessons Learned \nDiverging Diamond Interchanges\, or DDIs\, are a relatively new interchange that has greatly expanded in prominence over the past fifteen years.  The first DDI in the US opened in 2008 and opened with little fanfare though it would draw hundreds of visiting engineers to tour it in the years after its opening.  This presenter was involved in the post evaluation of that interchange kicking off almost a decade and a half of working on DDIs around the world.  This presentation utilizes over ten years of case studies of DDI projects spanning the globe and will highlight lessons learned that span geometric design\, traffic operations and analysis\, public outreach and education\, and maintenance.  All of the case studies will involve firsthand experience and involvement and provide insight into design and operational issues that have changed the way subsequent projects have been developed.  Case studies will span projects from conceptual development and alternatives analysis to final design to construction and operation.  The lessons learned will specifically highlight elements that can be easily overlooked that have direct safety and operational impacts.  The presentation will also include elements and issues that need to be taken into account on future projects as well as post-implementation comparisons. \nSummary \nThis presentation utilizes over ten years of case studies of Diverging Diamond Interchange projects spanning the globe and will highlight lessons learned that span geometric design\, traffic operations and analysis\, public outreach and education\, and maintenance. \nBio \nMr. Siromaskul‘s DDI experience includes approximately 100 different project sites with over 40 projects carried into the design process\, half of which are open to traffic\, including the smallest DDI in the world in Cheyenne\, WY\, and the largest DDI in the world in Sarasota\, FL.\n\nJoin Virtual Event:\nhttps://youtu.be/nVrdmOiyYA8\n

DESCRIPTION:Brought to you by the ITE National Capital Section \nWhen you think about public transit\, do you think big buses\, schedules\, and stops? While a great tool for moving lots of people in dense\, urban environments\, many transit agencies and municipalities across the world have identified the need for a more creative\, right-sized transit solution to better suit the needs of small\, suburban\, rural\, or even remote communities. \nJoin us for a discussion of the potential applications of technology in the delivery of On Demand transit service\, and how Canadian cities have used this approach to better serve residents and communities. \nErin Blay\nErin Blay is a transit planner with over 10 years of experience in transit and transportation planning\, most recently as the Supervisor of Service Design & Projects at Halifax Transit. Based in Dillon’s Ottawa Office\, she has considerable experience delivering capital projects\, designing new transit routes\, public engagement and partnering with local employers and organizations to deliver Transportation Demand Management programming. Erin is the currently the Project Manager of the Transit Windsor East End Terminal relocation\, and has also recently contributed to a number of studies including a best practices summary for Bus Network Redesigns for Barrie Transit\, the City of Hamilton’s review of specialized transit service delivery model. \nErin’s other recent projects have included the roll out of the Moving Forward Together Plan\, the Halifax Transit network redesign\, a Bus Rapid Transit Study\, the launch of the Halifax Transit Low-Income Transit Pass Program and the Rural Transit Funding Program. \nErin brings to her role experience from transit agencies across Canada and the consulting world\, as well as a passion for all things that get people out of their cars.
