SUMMARY:Webinar: Automated Speed Enforcement in Toronto School Zones: Evidence of Safer Speeds
DESCRIPTION:The Canadian Association of Road Safety Professionals (CARSP) is kindly offering free registration for ITE members to this October 20th webinar on Automated Speed Enforcement in Toronto School Zones: Evidence of Safer Speeds presented by Dr. Linda Rothman. \nDr. Rothman will present the results of a collaborative study between SickKids\, Toronto Metropolitan University and the City of Toronto. The study evaluated the impact of automated speed enforcement (ASE) cameras in school zones across Toronto between 2020 and 2022. Using a quasi-experimental design\, the research measured vehicle speeds before\, during\, and after camera deployment at 250 sites. The findings showed a 45% reduction in the proportion of vehicles speeding\, a 10 km/h drop in the 85th percentile speed\, and an 87% decrease in severe speeding (20 km/h or more over the limit) when cameras were active. The study highlights ASE as an effective tool for improving safety in school zones by reducing dangerous driving speeds. \nSpeakers\nDr. Linda Rothman is an Associate Professor at the School of Occupational and Public Health at Toronto Metropolitan University and an Associate Professor (status only) at the University of Toronto. She is an epidemiologist with expertise in vulnerable road user injuries in urban environments. She holds several Canadian Institutes of Health Research grants\, including the Healthy Cities CapaCITY/É implementation science team grant involving researchers working together with municipalities across Canada and Australia to examine the implementation and evaluation of interventions focused on speed reduction and All Ages and Abilities Bicycle Networks. \nRegistration\n\n\n\n\nRegistration for this webinar is FREE for current CARSP and ITE Canada members. \nNon-members are welcome to purchase a ticket for $50. \nRegistration closes October 19 on the CARSP website here

This session will feature insights from Liraz Fridman\, Ph.D. (CARSP President and Road Safety Supervisor\, City of Guelph)\, Sheyda Saneinejad (Manager of Vision Zero Projects\, City of Toronto)\, and Maryam Hasanpour\, Ph.D. (Associate\, Transportation & Safety at 30 Forensic Engineering). Together\, they will provide examples of municipal Vision Zero initiatives\, plus an example of a practical approach to predicting pedestrian crashes\, a priority road user group for Vision Zero programs. The webinar is designed to engage a diverse audience of students\, young professionals\, and experienced practitioners alike\, offering insights into municipal road safety programs and analysis techniques. \nSpeakers\nDr. Liraz Fridman\, Ph.D. is the Road Safety Supervisor for the City of Guelph. After graduating from her PhD program at York University she completed two postdoctoral fellowships jointly at the Hospital for Sick Children in Toronto and the Alberta Children’s Hospital Research Institute in Calgary in the areas of injury prevention and speed management. Her passion for equity\, injury prevention\, and road safety led her to a role in municipal government where she developed the first Community Road Safety Strategy which is now being adopted using a Vision Zero framework in Guelph.  \nSheyda Saneinejad is a Professional Engineer and Road Safety Professional (RSP1) with over 17 years of experience in the field of road safety and active transportation. She is the Manager of Vision Zero Projects at the City of Toronto\, and has led several projects involving policy making\, planning\, designing\, operating and monitoring the right of way\, particularly for vulnerable road users. She also shares her expertise as an educator in the field. Sheyda holds a Bachelor’s degree in Civil Engineering and a Master’s degree in Transportation Planning and Engineering. \nMaryam Hasanpour is a transportation engineer with a PhD in Transportation Engineering and a strong focus on traffic safety\, data-driven decision-making\, and Vision Zero strategies. Launched in December 2020\, HSAT has become one of the most successful pilot transit projects funded by the Ontario Community Rural Transit Grant program\, achieving an impressive 1\,685% growth rate since its inception. \nNick Chaloux –Hamilton Street Railway (HSR) \nNick is a Registered Professional Planner (RPP) and transit planner with a background in transit equity\, long-range planning\, and transit business casing. Nick is leading HSR’s Strategy team\, working alongside passionate transit professionals to deliver major projects like Hamilton’s new bus garage\, integrating HSR service into the Hamilton LRT project\, and crafting a new framework for transit planning data and analytics. Since joining the City of Hamilton in 2024\, Nick led phasing and implementation planning for HSR’s next growth plan\, HSR Next\, which plans significant transit expansion in underserved areas of Hamilton. \nJessica Deslippe – Toronto Transit Commission (TTC) \nJessica Deslippe\, P.Eng\, is the Project Manager for the Bus Rapid Transit portfolio at the TTC. DESCRIPTION:Many jurisdictions are establishing vehicle travel reduction targets and how transportation agencies can help achieve those goals. Vehicle travel reduction targets represent a shift from mobility-based planning\, which assumes that the goal is to maximize traffic speeds\, to accessibility-based planning which strives to minimize the amount of travel required to access services and activities. Vehicle travel reduction targets reduce investments in roadway expansions and parking subsidies\, and increase support for multimodal planning\, improved connectivity\, TDM programs and Smart Growth development policies. These shifts respond to changing user demands and provide many economic\, social and environmental benefits. This webinar should be of interest to anybody who wants to help create a more efficient and equitable transportation system. \nSpeaker \n \nTodd Litman is founder and executive director of the Victoria Transport Policy Institute\, an independent research organization dedicated to developing innovative solutions to transport problems. His work helps expand the range of impacts and options considered in transportation decision-making\, improve evaluation methods\, and make specialized technical concepts accessible to a larger audience. His research is used worldwide in transport planning and policy analysis. \n  \n  \n*** \nAs part of its greenhouse gas reduction strategy\, the State of California stopped evaluating projects using vehicular level-of-service and replaced it with assessments of changes in vehicle miles of travel (VMT). The change ran into a host of technical issues that are still being worked through. The problems are particularly acute for projects in small towns and rural areas\, where agencies do not have traffic models designed for this type of analysis. \nGHD has developed a GIS-based methodology for assessing the VMT impacts of proposed land development projects in smaller towns and rural areas. The methodology was designed to be easy to use by agency staff using data and software they already have. It assesses VMT impacts based on residential and employment density\, the proximity of complementary land uses\, and access to a safe bicycling network. Although not perfect\, it does provide a practical tool for agencies with limited resources. \nSpeaker \n \nDon Hubbard is a senior transportation planner and traffic engineer with extensive experience in travel demand forecasting and transportation policy. Don is a rare combination of a “big-picture” regional planner and a detail-oriented traffic engineer. He specializes in highly defensible transportation analyses for projects with a strong likelihood of litigation. Don also develops new techniques for improved modeling. For example\, the “4Ds” post-processor he developed to account for smart growth characteristics is now used in models across the U.S.. Vehicle travel reduction targets represent a shift from mobility-based planning\, which assumes that the goal is to maximize traffic speeds\, to accessibility-based planning which strives to minimize the amount of travel required to access services and activities. Vehicle travel reduction targets reduce investments in roadway expansions and parking subsidies\, and increase support for multimodal planning\, improved connectivity\, TDM programs and Smart Growth development policies. These shifts respond to changing user demands and provide many economic\, social and environmental benefits. This webinar should be of interest to anybody who wants to help create a more efficient and equitable transportation system. \nSpeaker \n \nTodd Litman is founder and executive director of the Victoria Transport Policy Institute\, an independent research organization dedicated to developing innovative solutions to transport problems. His work helps expand the range of impacts and options considered in transportation decision-making\, improve evaluation methods\, and make specialized technical concepts accessible to a larger audience. His research is used worldwide in transport planning and policy analysis. \n  \n  \n*** \nAs part of its greenhouse gas reduction strategy\, the State of California stopped evaluating projects using vehicular level-of-service and replaced it with assessments of changes in vehicle miles of travel (VMT). The change ran into a host of technical issues that are still being worked through. The problems are particularly acute for projects in small towns and rural areas\, where agencies do not have traffic models designed for this type of analysis. \nGHD has developed a GIS-based methodology for assessing the VMT impacts of proposed land development projects in smaller towns and rural areas. The methodology was designed to be easy to use by agency staff using data and software they already have. It assesses VMT impacts based on residential and employment density\, the proximity of complementary land uses\, and access to a safe bicycling network. Although not perfect\, it does provide a practical tool for agencies with limited resources. \nSpeaker \n \nDon Hubbard is a senior transportation planner and traffic engineer with extensive experience in travel demand forecasting and transportation policy. Don is a rare combination of a “big-picture” regional planner and a detail-oriented traffic engineer. He specializes in highly defensible transportation analyses for projects with a strong likelihood of litigation. Don also develops new techniques for improved modeling. For example\, the “4Ds” post-processor he developed to account for smart growth characteristics is now used in models across the U.S.. Similarly\, his “dynamic validation” technique to assess model performance has now been adopted as standard practice for many agencies. \n  \n

SUMMARY:Joint CARSP & ITE Canada Webinar - Building CapaCITY/É for Sustainable Transportation
DESCRIPTION:This webinar introduces CapaCITY/É\, a six year research program working with municipal staff and non-governmental organizations (NGOs) across Canada and Australia to understand factors related to the scaling up and scaling out of sustainable transportation projects across different city contexts. CapaCITY/É focuses specifically on two interventions: all ages and abilities (AAA) bike infrastructure and speed management interventions. After a brief overview of the project\, the speakers will explore in more detail the third objective\, which aims to work toward a novel implementation science framework for sustainable transportation interventions. This framework will support cities’ decision-making on how best to implement sustainable transportation interventions in their local context. Cloutier is professor at Institut National de la Recherche Scientifique where she is the scientific director of the Pedestrian and Urban Space Laboratory (LAPS). Her expertise in health geography and urban studies is used through research interests on walkability and road risk for the most vulnerable pedestrians (children\, seniors) in urban areas and for all road users across various territory. She collaborates with various actors in the public and private sector as well as with researchers in Quebec\, Canada and France. \n  \n  \n \nDr. Emily McCullogh\nEmily is a postdoctoral fellow at York University in the Faculty of Health Science working under the direction of Dr. Alison Macpherson and Dr. Sarah Richmond (Public Health Ontario). Her doctoral work was conducted in the fields of sociology and philosophical ethics and examined care and caring within coach-athlete relationships in youth competitive sport; however\, her research scope has expanded to include road safety\, injury prevention\, and the built environment. Upon completing her PhD she joined a pan-Canadian research team dedicated to reducing road-related injuries and deaths\, as well as promoting active transportation. Her ongoing work focuses on accessibility\, equity\, and the built environment\, as well as system-based approaches to safe and sustainable mobility in Canada.

SUMMARY:The Road to Transportation Equity: Early Findings From Municipal Policies and Actions
DESCRIPTION:Many Canadian municipalities are establishing policies to confront inequities persisting from historical approaches to community and city planning. At the same time\, governments are continuing to invest in building transportation systems that aim to be safer and more sustainable in the face of climate change and other mobility challenges. What can be learned from the evolution of equity policies in Canadian municipalities to date\, and how can equity principles be applied on the ground to ensure that our road safety efforts benefit those who need them most? \nThis webinar will share early findings from an environmental scan of equity policies in Canada\, and key insights from transportation professionals who are actively integrating equity into their planning and practice\, including applications to road safety. This work is part of a broader research initiative—led by a team at Simon Fraser University and Level Up Planning—that is developing case studies of cities making progress on sustainable transportation equity. She has 25 years of experience as a planner\, advocate and researcher\, including work developing equity policies with municipalities. \n\n \n\n\n\n\n\n\n\n\n\nMark Hearson is a Transportation Engineer with Stantec in the Winnipeg office. Mark brings over 10 years of experience\, primarily from consulting to provincial and municipal clients across Canada while working in the private sector. With restaurant capacities limited and traffic seemingly reduced\, the roadway provided an innovative opportunity to aid local business and the workforce through the creation of new patio spaces in the curb lane. CaféTO not only aided a struggling industry\, it also breathed much needed public life back into the City in a safe and unprecedented way. The City of Toronto retained IBI Group to collaborate in providing this critical support to restaurants and Business Improvement Areas (BIAs). CaféTO provided a framework for the seasonal transitioning of curb lanes and parking spaces into restaurant patio spaces. The program transformed stretches of the curb lane into patios\, while maintaining the necessary infrastructure for safe vehicular and active transportation movement. A thorough analysis of each location was undertaken to ensure adequate flow of traffic\, protection of parking spaces where necessary\, re-routing of cycling infrastructure and reduced speed limits as required. The number of parking spots replaced by patios were quantified to understand the  economic impact in parking revenues. \nPresenter’s Bio \nAstrid Greaves MLA\, MA \nAstrid is a Senior Urban Designer with a background studying Landscape Architecture\, Sociology\, Urban Theory\, Art and Architectural History. Astrid has developed extensive experience with urban design and strategic planning projects from small to large scale. His work helps expand the range of impacts and options considered in transportation decision-making\, improve evaluation methods\, and make specialized technical concepts accessible to a larger audience. His research is used worldwide in transport planning and policy analysis. \nMr. Litman has worked on numerous studies that evaluate transportation costs\, benefits and innovations. He authored the Online TDM Encyclopedia\, a comprehensive Internet resource for identifying and evaluating mobility management strategies; Transportation Cost and Benefit Analysis: Techniques\, Estimates and Implications\, a comprehensive study which provides cost and benefit information in an easy-to-apply format; and Parking Management Best Practices\, a comprehensive book on innovative management solutions to parking problems. \nMr. Litman has worked as a research and planning consultant for a diverse range of clients\, including government agencies\, professional organizations\, developers and nongovernment organizations. He has worked in more than two dozen countries\, on every continent except Antarctica. \nMr. Litman is a frequent speaker at conferences and workshops. His presentations range from technical and practical to humorous and inspirational. He regularly blogs on the Planetizen website. He is active in several professional organizations including the Institute of Transportation Engineers (ITE) and the Transportation Research Board (TRB\, a section of U.S. National Academy of Sciences). \nIn addition to technical writing\, Todd has co-authored two travel books (Washington; Off the Beaten Path and Best Bike Rides in the Pacific Northwest) with his wife\, Shoshana Litman. They reside in Victoria\, British Columbia. \nNick Shaw\, MCIP RPP is a multi-disciplinary transit planner with experience delivering Toronto’s most complex and ambitious transit expansion programmes of a generation. Based out of Toronto as a Senior Transportation Planner with HDR\, he occupies a leadership role in the planning\, design\, and procurement of the Ontario Line subway – a 16 km subway through downtown Toronto. As a Registered Professional Planner\, Nick brings a big picture perspective to an otherwise highly technical field asserting his personal and professional belief in the strong intersections between urban mobility\, land use planning\, climate change mitigation\, and social equity. Join us on Thursday\, March 18th from 3:00PM – 4:00PM to learn about this project from Vaughan staff Paul Grove\, and Kassel Prince from McIntosh Perry. \nThe Kleinburg Parking Strategy\, completed by the City of Vaughan and McIntosh Perry Consulting Engineers Ltd.\, is a comprehensive and robust study conducted of existing parking conditions and future needs of Kleinburg Village\, Vaughan’s premier historic commercial district often referred to as the City’s ‘gem’. The study employed a multi-faceted approach to understanding the parking and transportation challenges that are present in Kleinburg Village through numerous site observations and assessments\, parking demand and turnover surveys\, and extensive stakeholders consultation. A vision and a series of goals were developed for the Village\, relying on future parking forecasts\, and evaluating a suite of solutions for the immediate\, short-\, medium-\, and long-term horizons that would help guide the Village toward this direction and vision. Recommendations involved various aspects\, including physical improvements\, community and private partnerships\, policy revisions\, and Transportation Demand Management (TDM) practices. \nFurther event details will be announced as the date gets closer and event links will be distributed in advance of the event. \nSPEAKERS\nPaul Grove M.Pl.\, MCIP\, RPP is a Registered Professional Planner and brings transportation planning and project management experience from both the public and private sector\, completing Master Plan/Secondary Plan studies\, transportation studies for development applications\, parking studies\, TDM Plans\, and functional design. Paul is the Transportation Engineering Lead at the City of Vaughan and is responsible for managing key projects\, reviewing development applications and advising on City-wide transportation initiatives. \nKassel Prince M.Sc.\, P.Eng.\, PMP is a Senior Transportation and Traffic Engineer with McIntosh Perry Consulting Engineers Ltd.\, in Markham\, Ontario\, Kassel has over 11 years of engineering experience leading transportation planning and traffic engineering projects for both public and private sector clients. DESCRIPTION:The ITE Toronto Section would like to invite you to their 2020 Virtual Christmas Luncheon and Annual General Meeting (AGM)\, which will be held virtually on Friday\, December 4 from 11am-1:30pm. The social hour\, from 11am-12noon\, will use the online free application ‘gather.town’ as the virtual venue (no download required) and the virtual luncheon and AGM will start at noon on Zoom. \nUnlike in previous years when we could still meet in person\, our most social and popular event of the year will be free of charge. Members can enjoy this event from the comfort of their socially distant office (or living room); however\, you will need to supply your own food. We will be raffling prizes throughout the event\, so make sure to RSVP and attend. \nFurther event details will be announced as the date gets closer and event links will be distributed in advance of the event. \n  \nKeynote Speaker \nMelissa Peneycad is Managing Director\, Institute for Sustainable Infrastructure (ISI). For the majority of her career to-date\, Melissa has focused on developing\, implementing\, and administering sustainability and resiliency standards\, frameworks\, and rating systems for infrastructure\, commercial real estate\, and industrial products. Since joining ISI in 2016\, Melissa has verified the sustainability and resiliency of more than 70 infrastructure projects—including many in the transportation sector—across the US\, Canada\, and overseas\, collectively worth more than $26 billion with another $25 billion in infrastructure development under her purview. Melissa’s prior roles have included Associate\, Sustainable Development at Stantec Consulting\, and National Sustainability Program Manager for the Buildings Owners and Managers Association of Canada. \nMelissa is also currently serving as Co-Chair of a United Nations-led initiative to develop an evaluation methodology to score public-private partnerships and infrastructure projects against the UN Sustainable Development Goals. In addition\, she is working with the World Bank’s Public Private Infrastructure Advisory Facility to develop sustainability indicators for the investment community to inform infrastructure investment decisions\, and to drive capital towards more sustainable and resilient projects. \n  \n2021 Executive Committee Election \nThis year’s ITE Toronto Section Executive Committee election is for the position of Activities Coordinator. Once on the Executive\, the elected member will consecutively serve in each of the 7 positions on the Executive in one‐year intervals (Activities Coordinator\, Communications Coordinator\, Treasurer\, Secretary\, Vice President\, President\, and Past President). (Student members are invited to participate in separate student chapter elections.) \n  \nCrystal (Mingyue) Wang\, EIT \nI am a Transportation Planning analyst with SNC Lavalin Rail and Transit Strategic Service team. My responsibilities include transit operation modelling\, assisting in transit-oriented development\, transit design projects and improving planning and simulation connectivity with the evolving Digital Engineering solutions. \nI was Social Director of the ITE York University Student Chapter during my MASc study in civil engineering. The chapter quickly became the most active student chapter in Canada and has been received both CITE Student Chapter Activity Delta Award and the York University President’s Sustainability Leadership Award. My experience and employment have helped me to develop helpful skills to serve as an ITE Toronto Section executive member. My responsibilities include maintaining and updating all social media platforms\, helping create newsletters\, annual reports and planning industry network events\, technical field tours and software workshops. She has been involved in a wide range of transportation planning and engineering projects with expertise in community planning\, operations analysis\, parking studies\, policy planning\, environmental assessments\, and public meetings. She has a passion for transportation planning and recently received her Professional Transportation Planner designation. \nHeather joined ITE as a member of the Quebec student chapter in 2014. Since its inception in 2015\, Heather has been part of the excite leadership team\, CITE’s initiative to help emerging members become involved in the profession. Heather strives to engage students and young professionals to become involved in ITE. She was on the planning committee for the 2017 Cities of Tomorrow Conference in Calgary. The two-day conference brought together students and early career professionals from across Canada. Heather was a presenter at the CITE 2018 Edmonton conference. In 2019\, Heather was the co-chair of the Student Leadership Summit\, a one-day event for professional development and networking. \nHeather brings five years of ITE leadership experience to the Toronto Section executive. As Activities Coordinator\, she will use her planning expertise to ensure members have opportunities to connect\, share experiences and keep up to date on emerging trends in the industry\, even if Section activities may look a bit different in 2021. \n  \nKarthiga Thevaseelan\, B.Eng.\, EIT \nMy name is Karthiga Thevaseelan and I am excited to apply for the Executive position with ITE Toronto Section. I am a Civil Engineering graduate from McMaster University with a minor in economics. I have worked in the transportation industry for 7 years. I currently work with McIntosh Perry as Highway Designer mainly revolving around Ministry of Transportation Ontario Projects. My interests outside of my career include traveling and a self-proclaimed worldwide bridge tour aficionado along with running my own blog and advocating for women in engineering. \nFrom 2016 to 2018 I was the Board of Executive member as part of the Professional Engineers Ontario Scarborough Chapter. As part of the Board I was involved in various events and activities throughout the year. I was Project Manager for various major events such as the Bridge Building and Mathletics Competitions. I assisted with setting up and running various seminars\, technical tours\, volunteer events and board meetings. Currently I am an active volunteer with PEO spearheading the 30 by 30 initiative by hosting various seminars for PEO members and employers. The 30 by 30 event is a commitment to raise the percentage of newly licensed engineers that are women to 30% by the year 2030.  I believe my experience as Board of Executive member of the PEO Scarborough Chapter would be a great asset to the ITE team. I am currently licensed Professional Engineer (P.Eng.) in Ontario and licensed Professional Traffic Operations Engineer (PTOE) with 18 years of extensive professional experience. In addition\, I had the opportunity to present a paper at the CITE Conference in 2015 on a transit project entitled “Highway2 BRT Feasibility Study”. \nAs a long time ITE member\, since 1999\, I have dedicated my time to assist interns and junior engineers in undertaking numerous traffic studies and modelling using Synchro and VISSIM. I have in the past provided free training sessions in Synchro and VISSIM to ITE Student Chapters at Ryerson University and York University\, which were well received\, and I intent to perpetuate this effort. I am a Transportation Designer at BA Group and have been an ITE member since 2017. \nI have been consistently involved in community outreach programs and event coordination since 2008 undergrad at the University of Waterloo including my academic roles as class representative and orientation leader. \nI have been actively involved with the Kidney Foundation of Canada for over 10 years as a canvasser\, Waterloo chapter ambassador to spread awareness of kidney disease\, and team captain for the annual Kidney Walk. I was a member of the Special Events Committee where I planned\, set-up and ran fundraisers\, walks\, car shows\, and award ceremonies for the kidney community in Ottawa and GTA. \nAs a Transit Planner at OC Transpo\, I started up charitable and team bonding activities such as Christmas toy drives and Halloween costume contests. I volunteered for the Ottawa Christmas parade\, annual food drive with the Ottawa Food Bank\, and donation events for United Way. \nI am currently a member of the Social Committee at BA Group where I have successfully proposed team building activities such as escape rooms\, selected venues for special events\, planned catering\, and coordinated entertainment for staff to enjoy the camaraderie between colleagues.
