DESCRIPTION:Topic:\nPublic Electric Vehicle (EV) Charging Support Guidelines \nPresenters:\n\nTim Shah\, RPP MCIP Transportation Planner\, Watt Consulting Group\nMaia Carolsfeld\, Electric Mobility Coordinator\, Climate Action\, Capital Regional District\nWyatt Ritchie\, P.Eng.\, Introba\n\nSummary:\nThe Capital Region Public Electric Vehicle Charging Guide\, one of the first of its kind in Canada\, provides guidance for businesses\, property owners\, and local governments to install publicly accessible electric vehicle (EV) charging stations in a consistent manner and help expand the charging network in the capital region. The presenters will discuss the key contents of the guide including [a] charging station design guidelines for publicly accessible EV charging stations in several common archetypes and locales in the capital region; [b] information about the science of EV charging station performance data\, which allows site hosts (those who own and manage a station) to understand whether their stations are meeting their organizational needs and objectives; and [c] common considerations that a site host would need to be aware of including the typical regulatory requirements of a local government\, and what to think about when considering a contractor to design and build the EV charging station. \nAs organizations in the capital region (and beyond) continue to look at opportunities to secure funding\, install\, and manage their EV charging stations\, the Capital Region Public Electric Vehicle Charging Guide will serve a valuable resource and help the CRD achieve its charging station targets by 2030 and gradually lower its transportation emissions over time.

Troy’s recent work includes leading teams responsible for developing Saanich’s road safety policies and Active Transportation Plan\, and has managed large infrastructure projects such as the Craigflower Bridge Replacement. Troy oversees the team at Saanich responsible for building All Ages and Abilities (AAA) active transportation infrastructure. \nPresentation Description:\nThis presentation will provide an overview of the Saanich Speed Limit Establishment Policy which provides progressive guidance for staff to determine the appropriate speed limits on all streets under Saanich’s jurisdiction and control. The Saanich Speed Limit Establishment Policy is informed by the National Association of City Transportation Officials (NACTO) and their guide City Limits – Setting Safe Speed Limits on Urban Streets. This Council Policy sets guidelines for appropriate speed limits on all streets under the jurisdiction and control of the Municipality of Saanich. It is used as a tool to separate politics and engineering while being a guide staff’s recommendation to Council for enacting amendments to speed limits\, which are regulated through the Streets and Traffic Regulation Bylaw.

DESCRIPTION:Victoria International Airport Runway 09-27 End Safety Area\nPresented by Joseph Chen\, P.Eng PMP\nDirector of Planning & Engineering\,\nVictoria Airport Authority \nPRESENTER:  As Director of Planning &Engineering Joseph is responsible for overseeing engineering projects spanning the planning\, design\, procurement\, and execution phases.  He received numerous professional Engineering Association awards for both the Calgary International Airport East Deicing Apron project in 2022 and Calgary International Airport Runway and Tunnel project in 2015.  His previous airport experience (prior to joining VAA) includes work at Yellowknife\, Cold Lake\, and Hamilton airports. \nDESCRIPTION:  As reported in 2018\, Transport Canada at that time had plans to introduce new regulations that would make it mandatory for larger airports in Canada to have 150 metres of extra space at the ends of their runways. This extra space is known as Runway End Safety Areas (RESAs) and are designed to prevent aircraft from overshooting the prescribed landing area. \nThe move comes more than a decade after the Transportation Safety Board of Canada (TSB) found that the RESA at Toronto’s Pearson International Airport was too short\, after an Air France flight slid off one end of the runway and caught fire in August\, 2005. The TSB\, in its review of the incident\, recommended all major airports in Canada extend their RESAs by 300 metres. \nIt was reported that the runways at Victoria International Airport would fall under those proposed regulations from Transport Canada\, expecting the legislation would apply to airports that see commercial passenger traffic of at least 325\,000 a year — which Victoria exceeds. YYJ has peaked at just over to 2 million passengers through its gates in recent years. \nJoseph will give an update on the works under way at YYJ to comply with these requirements.

DESCRIPTION:Rapid Implementation of Bikeways\nPresented by Brent McMurtry\, P.Eng and         PJ Bell\, RPP MCIP (both with Urban Systems) \nOver the past several years\, cities across Canada and throughout the world have increasingly shifted their approach to delivering bikeways by following a rapid implementation or quick build approach. This approach enables the delivery of safe and comfortable cycling facilities—as well as comprehensive cycling networks—all at once and at a lower cost than traditional methods. The flexibility embedded in this process also enables fast and responsive design adjustments\, ensuring that as facilities are made permanent over time\, they meet the needs. Rapid implementation facilitates an urgent response to a range of critical issues facing our communities\, including the climate emergency\, social inequity\, public health\, road safety\, congestion\, and increasingly constrained municipal budgets. This session will provide an overview of the recently published Rapid Implementation Design Guide (TransLink & Urban Systems) and provide real life project examples of rapid implementation projects in Metro Vancouver and beyond.  \nPresenters Bios:  \nBrent McMurtry\, P.Eng  \nBrent is a Transportation Engineer in Urban Systems’ Vancouver office. He specializes in the planning and design of multi-modal corridors and has worked closely with municipalities across Western Canada to design and implement rapid implementation bikeways.    \nPJ Bell\, RPP MCIP  \nPJ is a Transportation Planner in Urban Systems’ Vancouver office. If coming in from back of the building take the elevators to “L” level and turn left when exiting the elevator \nParking:  On-street: Market Street or Nanaimo Street; Pay parking: Robbins Lot #89\, 2606 Douglas Street (Across from Times Colonist) \nSandwich and drinks included \nDescription: The Galloping Goose and Lochside Regional Trails have steadily increased in popularity since being constructed in the late 1980s (Galloping Goose) and early 2000s (Lochside) and now average 3.8 million visits per year. The increase in user volumes and conflicts in urban trail sections have been identified as challenges for years. Identified as a key action in the Regional Trails Management Plan\, the Capital Regional District (CRD) with the assistance of Urban Systems undertook a technical study in 2020-2021 to consider widening and lighting options for approximately 6.6 km of the Galloping Goose and Lochside regional trails. This presentation will provide an overview of the technical study and findings\, including the background review and inventory\, best practices from other communities\, assessment of lighting opportunities\, and the trail widening options and recommended configuration. \nPresenters Bios:\nEmma Taylor\, RPP\, MCIP\nEmma is a Senior Planner with the Capital Regional District (CRD). Her work over the past 15 years has focused on park and trail planning\, active transportation initiatives\, and rural land use issues\, at both the community and regional scale. \nDan Casey\, RPP MCIP\nDan is a Transportation Planner and the Vancouver Island transportation practice lead with Urban Systems. He has had the good fortune to work in a variety of small\, medium and large communities in Western Canada over the past 15 years to develop multi-modal transportation plans\, parking and transportation demand management (TDM) studies\, technical transportation studies and community planning initiatives. He is the Vice-President for the Vancouver Island section of ITE Canada.
