The team’s goal is to reduce collisions\, improve driving behaviours\, and change attitudes and beliefs around road safety. She is especially motivated by the collaborative work she is involved in at MPI to improve road safety issues for underserved segments of the population. Yadili is passionate about advancing DEI efforts through her work and personal relationships. Her hope is that she is able to contribute to an environment that acknowledges and celebrates each individual as their unique and beautiful self. \nYadili’s presentation will be focused on addressing speed in Manitoba.  \nSam van Huizen is the Traffic & Transportation Planner with the City of Brandon. He has been with the City of Brandon for 8.5 years and focuses now on road safety\, transportation planning and special projects. He is a Certified Engineering Technologist and a Registered Professional Planner. Sam attended college in Windsor\, Ontario where he received his Advanced Diploma in Civil Engineering Technology and then went on to the University of Waterloo to receive his Bachelors in Environmental Studies in Planning. \nThe City of Brandon has constituted a Vision Zero Task Force that meets regularly to address road safety concerns and implements various initiatives to foster safer roadways in the City of Brandon. One of these projects includes a speed reduction pilot project where the City is looking at the effect of a reduced speed limit on a variety of roadways including collector streets\, local neighborhoods\, parks and the Brandon University Campus. \nSam will summarize the reduced speed project and discuss future plans that the City of Brandon will take to implement a reduced speed limit and what that will look like from a compliance and enforcement perspective.\n \nGreg Blatz is the Traffic Management Engineer in the Transportation Division at the City of Winnipeg. He is a graduate of the Civil Engineering program at the University of Manitoba and joined the City in 2015 after working at Dillon Consulting. He started at the City’s traffic signals branch fresh out of his M.Sc in 2016. He’s been with the City since then in a few different roles working with great people doing great work. Morgan loves working on projects that have a local impact. Outside of work\, he likes going to the park with his toddler. \nSpeaker Bio – Cassidy Zrobek \nCassidy Zrobek is a traffic signals timing engineer at the City of Winnipeg. She obtained both her Bachelor of Science and Master of Science in Civil Engineering from the University of Manitoba. Her graduate research focused on options for enhancing network-wide annual average daily truck volume estimates. While completing her studies\, she served as the Community Chair\, Treasurer\, and President of the University of Manitoba ITE Student Chapter. The study will holistically assess the mobility network (Active modes\, Transit\, Goods Movement\, High Occupancy Vehicles\, and Single Occupancy Vehicles) in the S.E. quadrant of the city against projected growth to aid The City in aligning mobility infrastructure upgrades with growth potential. The study will determine mobility mode priority for corridors\, identify deficiencies and evaluate and prioritize improvements and investment to enhance the overall network and support local and regional growth. \nSpeaker Bio – Irini Akhnoukh\n\nIrini has over 19 years of experience in the public and private sectors leading and managing large and complex transportation planning studies\, including corridor studies\, functional planning studies\, and transportation network reviews; implementing Complete Streets in retrofit and greenfield areas\, organizing and facilitating collaborative community and public engagement events\, dealing with various consultants and stakeholders\, and working closely with Council and City officials. She has an undergraduate degree in Civil Engineering (Major) and Business (Minor)\, as well as a Master of Engineering in Transportation completed at the University of Manitoba and is the current ITE Canada Vice President. \nOutside of work\, Irini is an avid traveler and spends most of her free time (and money) on flights. SUMMARY:ITE Manitoba Luncheon: Winnipeg’s Emergency Vehicle Pre-Emption (EVP) Feasibility Study
DESCRIPTION:Morgan Glasgow is the Supervisor of Traffic Signal Systems for the City of Winnipeg. He graduated from the University of Manitoba with his M.Sc. in 2016 and has been at the City ever since. In his current role\, he manages the design of signal timings and the construction of traffic signal cabinet assemblies. \nSteven Florko is a Transportation Engineer at MORR Transportation Consulting Ltd. His work primarily focuses on the integration between land use and transportation. \nMorgan and Steven will present on Winnipeg’s Emergency Vehicle Pre-Emption (EVP) Feasibility Study. The study quantified potential benefits and costs of a wide application of EVP in Winnipeg\, including improvements in emergency response time\, reduction in the number of collisions involving WFPS vehicles\, costs for EVP equipment and software\, and potential impacts on general traffic. The presentation will show how each factor was quantified\, and how the study considered the many different traffic conditions and intersection configurations in Winnipeg in a meaningful but concise manner. \nCost: $32 regular\, $16 student (including tax) \nWe hope to see you there!

SUMMARY:ITE Manitoba December Luncheon and Annual Business Meeting
DESCRIPTION:ITE Manitoba will hold its December luncheon and 2022 Annual Business Meeting (ABM) on December 20th\, at the Winnipeg Winter Club. \nLocation: Winnipeg Winter Club\, 200 River Ave\, Riverview Room (second floor) \nCost: $30 regular\, $15 student \nPresentation: Winnipeg Road Safety Strategic Action Plan  \nOn July 21\, 2022\, Council approved Winnipeg’s first Road Safety Strategic Action Plan (RSSAP). This plan will serve as a roadmap for implementing both short-term solutions and long-term investments to ensure the City is doing its part to prevent serious injury and death on Winnipeg streets. The RSSAP consists of 67 actions to help Winnipeg reach its goal of a 20 percent reduction in fatal and serious injury collisions over the next five years\, with a long-term vision of a transportation system that allows people of all ages and abilities to safely move around without experiencing death or serious injury. Actions are grouped within five focus areas: \n\nPedestrians\nCyclists\nSignalized intersections\nSpeed\nRoad safety culture\n\nThis presentation will provide an overview of RSSAP and discuss how it was developed. \nSpeakers: Rebecca Peterniak\, M.Sc.\, P.Eng.\, RSP1 and Jeannette Montufar\, Ph.D.\, P.Eng.\, PTOE\, RSP1\, FCAE\, FITE\, FEC \nRebecca Peterniak is the Community Traffic Engineer for the City of Winnipeg. She is the Vice President of ITE Manitoba and Chair of the TAC Road Safety Committee. Rebecca was the City’s project manager for the RSSAP. \nJeannette Montufar is founding partner and CEO of MORR Transportation Consulting. She is former president of ITE Canada and the Manitoba Section of ITE. Jeannette was the project manager for RSSAP’s consulting team.

DESCRIPTION:On October 18th\, ITE Manitoba will host its first in-person luncheon since 2020\, at the Winnipeg Winter Club. This luncheon will resemble the same format as in years past\, with the same pricing. \nLocation: Winnipeg Winter Club\, 200 River Ave\, Riverview Room (second floor) \nCost: $26 regular\, $15 student\, $30 at the door\, $20 student at the door \nThis luncheon will feature two presentations: \nPresentation 1: 2022 Student Paper Competition Winner \nNavoda Rillagodage will outline the results of a research study proposing a methodical approach to model desired speed distributions under different road-weather and traffic conditions. The study also attempts to identify road-weather conditions with potentially higher safety risks in rural divided highways located in extremely cold regions. Jurisdictions experiencing extreme road-weather conditions may adapt the proposed methodology to assess speed behaviour under different road-weather conditions and establish and deploy weather-responsive traffic management strategies such as variable speed limits to regulate speeding and improve traffic safety in winter. This research received first prize in the 2022 Kean Lew Memorial Student Paper Competition. \nSpeaker 1: \nNavoda Rillagodage is a PhD Candidate at the Department of Civil Engineering at the University of Manitoba. Navoda received her master’s degree in Environmental Systems Engineering from the University of Regina\, and her bachelor’s degree in Civil and Environmental Engineering from the University of Ruhuna\, Sri Lanka. Navoda brings extensive knowledge in weather-responsive traffic management. Her current research focus is on improving road safety under inclement road-weather conditions in rural highways. More specifically\, her research work aims to evaluate the impacts of extreme road-weather conditions on different driver behavioural attributes such as speed and lane choice\, followed by proposing effective countermeasures to secure road safety under adverse road-weather. Navoda currently works as a MITACS intern for the Canadian Association of Road Safety Professionals (CARSP). She also serves as a Board Member of Functional Transit Winnipeg. \nPresentation 2: Eveline Street – From Vision to Concrete \nSelkirk’s $7.2 million Eveline Street reconstruction project is the largest and most complex transportation renewal project in the city’s modern history. From a right-of-way first constructed in the eighteen hundreds\, this new street will become a representative embodiment of Selkirk’s Climate Change Adaptation\, Downtown Renewal\, and Active Transportation strategies and its Street Tree policy. Learn why this project helped inspire Brent Bellamy to write “Selkirk is beginning to stake a claim as Manitoba’s most progressive city”. Get the inside scoop on the decisions made\, the innovative steps taken\, and reasons for two year’s worth of sleepless nights. \nSpeaker 2: \nDuane Nicol has 20 years of municipal experience\, serving 12 years as a city councillor and 8 as a CAO. He has a master’s degree in public administration which he earned after spending a year in engineering at the University of Manitoba. Duane led the establishment of the City of Selkirk’s public transit system\, and their award-winning asset management and climate action programs. He is the President of the Manitoba Municipal Administrators\, former board member for the Canadian Network of Asset Managers\, past chair of Asset Management Canada\, a member of the Federation of Canadian Municipalities (FCM) Municipal Asset Management Program (MAMP) Technical Working Group and a member of the Municipal Climate Services Collaborative\, a joint initiative of the FCM and the Canadian
