Director, Transportation Engineering and Operations

Are you a visionary leader with a strong background in transportation engineering, operations, and planning? 

Strathcona County is seeking a dynamic Director, Transportation Engineering and Operations to lead the delivery of transportation services that directly support the safety, mobility, and well-being of our community. 

As the Director, you will lead a diverse and high-performing department responsible for planning, designing, constructing, maintaining, and rehabilitating Strathcona County’s transportation networks this includes oversight 1300 kilometers of rural roads, 450 kilometers of urban roads, and 575 kilometers of sidewalks and trails. 

This senior leadership role ensures transportation systems are efficient, economical, safe, and aligned with the County’s Strategic Plan and Sustainability Frameworks.

Key Responsibilities:

  • Provide senior leadership to the Department, ensuring cost-effective services that meet residents’ needs
  • Cultivate a high-performance culture that values collaboration, respect, and continuous improvement
  • Foster effective relationships with Council, Executive Team, department staff, and other County departments
  • Advise County Council and Executive Team on transportation, traffic safety, and construction matters
  • Participate in the Senior Leadership Team to contribute to the overall organization’s success
  • Integrate and direct major functions; determine priorities, program objectives, and policy recommendations
  • Collaborate with key stakeholder departments to coordinate road system capital replacement and expansion with rehabilitation and maintenance programs
  • Oversee program development, delivery, and performance to ensure quality service to residents.
  • Mentor future leaders and ensure succession planning within the department
  • Manage financial resources in accordance with approved budgets and account for resources used in service delivery
  • Promote organizational effectiveness through clear roles, responsive leadership, and alignment with corporate goals
  • Ensure staff are trained in the Incident Command System at appropriate levels
  • Maintain departmental readiness to support emergency operations
  • Establish and maintain key provincial and regional transportation technical relationships
  • Participate in strategic transportation planning and advocate for Strathcona Countys interests
  • Provide high-level reports and analysis on transportation matters to senior executives/administration and Council
  • Resolve internal and external contentious issues following County engineering practices, policies and procedures, and in accordance with Strathcona County’s Strategic Plan

Qualifications and Skills:

  • Post-secondary degree or Masters in a relevant field such as civil engineering, transportation planning, or public administration is required. A combination of a post-secondary education plus professional designations may be considered
  • A minimum of Ten years progressive leadership experience including extensive senior level management experience with proven strategic leadership in transportation planning, operations, transportation construction, coupled with an extensive background and experience in municipal capital construction management
  • Thorough understanding of the concepts and practices of the delivery of public works, traffic engineering, and safety with considerable senior level strategic leadership and management experience in a local government is required
  • An Alberta professional designation from APEGA in engineering, P. Eng. or P.L. Eng. is preferred
  • Experience setting standards for new development is an asset
  • Experience in a unionized environment would be an asset
  • ICS 400 certification is an asset
  • Strong analytical, strategic, and communication skills, with the ability to lead through change and complexity
