Manager of Transportation Engineering

Job Profile
Join our team as a key leader in the Operations Division, where you’ll play a vital role in shaping and maintaining transportation infrastructure that enhances mobility and strengthens community connections. This position establishes goals, objectives and priorities to develop and manage programs and projects for the Transportation Engineering Section related to Traffic Engineering and Operations, Transportation Planning, Sustainable and Active Transportation, Corridor Management, Crossing Guard Operations and Parking Operations. As Manager, you will prepare annual project schedules and budgets, coordinate all resources, and monitor progress.

You will lead with integrity, transparency, and decisiveness, balancing community needs with policy and operational realities. Foster a collaborative, inclusive, and growth-oriented workplace culture through effective communication, mentorship, and relationship-building with internal and external partners to advance shared goals.

What you will be doing

  1. Lead and manage professional, technical, and non-technical staff to deliver transportation and parking-related Capital and Operating Programs.
  2. Oversee traffic engineering, transportation planning, traffic safety, corridor management, and the design and construction of traffic control devices.
  3. Represent the City in Environmental Assessments, Master Planning Studies, and intergovernmental transportation initiatives.
  4. Manage municipal parking operations, including off-street lots, on-street spaces, revenue control, and bylaw development.
  5. Lead the City’s Sustainable and Active Transportation programs, promoting walking, cycling, and transit to support environmental and health goals.
  6. Provide support during review and approvals of development applications, engineering plans, and transportation impact studies to ensure compliance with City standards, municipal best practices and best interest of the public.
  7. Develop and implement project management systems, performance metrics, and cost analysis tools to support continuous improvement.
  8. Stay appraised and be able to adapt to current industry trends, public needs and strategic direction of Council and propose changes to City by-laws and standards to support changes when necessary.
  9. Prepare and manage annual budgets, forecasts, tenders, and contracts for transportation infrastructure and services.
  10. Ensure fiscal responsibility and operational excellence, managing budgets, resources, and performance metrics effectively.
  11. Respond to public inquiries, complaints, and service requests, ensuring timely resolution and quality service delivery.
  12. Provide expert advice and testimony in legal matters, including Ontario Land Tribunal hearings and damage or liability claims.
  13. Research and apply new technologies and best practices in transportation engineering, guiding staff in innovation and professional development.
  14. Prepare clear, concise, and well-researched reports and presentations for Council, supporting informed decision-making and transparency.
  15. Lead change initiatives that improve service delivery, operational efficiency, and community outcomes.
  16. Translate strategic municipal goals into actionable plans, ensuring alignment with council direction and community priorities.

Education
University Degree in Civil Engineering, or equivalent in a related field.
Registration as a Professional Engineer in the Province of Ontario.
Registration as a Professional Traffic Operations Engineer (preferred).
Canadian Parking Association Certificate Programs

Experience and Knowledge
Five (5) to seven (7) years of progressive experience in a municipal environment, with a focus on Traffic Engineering, Transportation Planning, Traffic Operations, Sustainable and Active Transportation Management.
Minimum of three (3) years of supervisory experience, with a demonstrated ability to lead teams and oversee complex initiatives.

Supervisor Health and Safety Awareness Training Certificate from the Ministry of Labour (may be obtained post offer)
Valid G driver’s license.
Proof of your current and valid certificate(s) and/or educational qualifications.

Your compensation
The annual salary range for this non-union position is $114,005 to $139,030 (Band Level 7).
Comprehensive benefits package including extended health, dental, travel benefits; long term disability; accidental death and dismemberment and life insurance.
Enrolment in Ontario Municipal Employees Retirement System (OMERS)

Hours of work
Monday to Friday – 8:30 a.m. to 4:30 p.m. (35 hours per week) in office.  Some evening and weekend flexibility is required.
