Development Transportation Engineering Reviewer

Position Overview
The Development Transportation Engineering Reviewer assists the Development Transportation Engineering Division and Development Engineering Department with the review and processing of development applications. Assists with preparing technical memoranda and reports with recommendations for council, both independently and in collaboration with team members.

Responsibilities

Technical Duties:

  • Reviews and evaluates terms of references, engineering designs and drawings related to proposed developments including aspects such as roadway, active transportation, signage, and parking for approval.
  • Reviews and evaluates Transportation Impact Studies (TIS), parking studies, Transportation Demand Management (TDM) Plans, and other relevant documents to ensure compliance with City policies and standards.
  • Attends Pre-Application Consultation (PAC) meetings to advise on transportation engineering and submission requirements for development applications.
  • Assesses and recommends solutions for transportation issues at various stages of the planning process.
  • Analyzes the impact on road and active transportation infrastructure and safety, recommending additional traffic control and calming measures as needed.
  • Implements Transportation Demand Management (TDM) initiatives to promote alternative transportation options.
  • Reviews and recommends approval of transportation engineering construction drawings for development applications.
  • Circulates and coordinates with all relevant departments to review assigned applications or tasks.
  • Conducts site inspections and visits related to development applications, public complaints and safety concerns to ensure transportation elements comply with City standards and recommends necessary adjustments.
  • Addresses and resolves construction issues related to transportation infrastructure by collaborating with consultants, contractors, and other stakeholders.

Interactions with Others:

  • Manages resident complaints received from various channels including Councilors’ offices, other departments and the Service Vaughan portal. Investigates reported issues by reviewing approved plans, conducting site visits, and coordinating with relevant departments.
  • Attends public meetings, community meetings, or similar venues to advise on transportation matters.

Records Management:

  • Utilizes computer facilities for report preparation/presentation, data collection, analysis and design calculations.
  • Maintains accurate working files including computer filing to ensure appropriate future file tracking.

Qualifications and Experience

  • Three (3) year Community College Diploma in Transportation/Civil Engineering Technology or suitable equivalent.
  • Minimum of one (1) year of transportation/traffic engineering or planning experience.
  • Holds or working towards a Certified Engineering Technologist (C.E.T) or Registered Professional Engineer or Planner designation or suitable equivalent.
  • Strong communication, collaboration, and negotiation skills to be able to work with diverse groups including internal and external stakeholders.
  • Proficient using Microsoft Office Suite: Word, Excel, PowerPoint, Project, and Outlook. Familiarity using Traffic Analytical tools such as Synchro is an asset.
  • Strong written and verbal skills for preparing engineering reports and comments.
  • Familiarity with the development process and the Ontario Planning Act is an asset.
  • Knowledge of, and demonstrated ability in, the City’s core competencies and relevant functional competencies.
  • A valid Ontario ‘G’ driver’s license, in good standing, with access to a reliable vehicle for corporate use. Ability to drive around the city or outside the city safely and efficiently to attend offsite meetings and site visits, as required.
  • Ability to work outside normal business hours, as required, and in accordance with the Collective Agreement.

Working Conditions
Standard office environment. Ability to work outside of normal business hours to attend meetings. On-site inspections may be required from time to time with potential for exposure to construction related hazards.
