Position Summary

Reporting to the Program Manager, Development Transportation, the Senior Transportation Planner is responsible for the review of traffic and transportation, parking and noise studies, transportation designs submitted in support of development and minor variance applications submitted to the City. The Senior Transportation Planner will serve as an expert witness at Ontario Land Tribunal (OLT) hearings

Key Duties and Responsibilities

  • Review traffic and transportation, parking and noise studies and transportation designs submitted in support of development applications (Official Plan Amendment, Zoning By-Law Amendment, Draft Plan of Subdivision, Draft Plan of Condominium, Site Plan, Site Plan Amendment and Minor Variance)
  • Review and comment on road configuration, functional design and alignment plans submitted as part of the subdivision and other development applications to determine adherence to standards and guidelines
  • Make comments and recommendations regarding transportation improvements and mitigation measures required to approve the developments
  • Review the design and operation of the traffic signal control system to optimize and maximize capacity at intersections and accesses as it relates to development applications
  • Review of traffic signal control plans submitted by public road authorities, developers and stakeholders
  • Review of Construction Traffic Management Plans as it relates to development applications, public road upgrades or utility upgrades
  • Attend Development Application Review Committee (DARC) meetings and provide pre-application requirements and comments
  • Attend Minor Variance application review meetings with Committee of Adjustment staff and provide comments
  • Prepare for and appear at OLT mediations or hearings as an expert witness on traffic and parking study matters
  • Provide input to develop transportation policies, by-laws, and standards
  • Liaise with the public, developers, consultants, members of Council, other departments, and external public agencies in the investigation of transportation issues related to development applications
  • Present at Council or public meetings, and write staff reports where necessary
  • Deputize the Program Manager in their absence
  • Mentor junior staff when appropriate

Education and Experience

  • Degree in Civil Engineering, Transportation Planning or other Planning field, or related discipline
  • P. Eng Limited Engineering License or RPP is required
  • Minimum 5 years related experience

Required Skills/Knowledge

  • Proficient in Microsoft Office Suite and traffic engineering software
  • Possess strong knowledge of Highway Capacity Manual, Synchro, TAC, OPSD, Municipal Act, Highway Traffic Act, Ontario Traffic Manual, geometric design guidelines and Municipal and Provincial Standards
  • Strong understanding of the local development applications process
  • Experience as an expert witness at OLT mediations or hearings
  • Experience with transportation planning studies, practices and standards, and transportation modeling
  • Strong speaking and negotiation skills
  • Formal report writing skills
  • Must possess a valid Ontario Class “G” Driver’s License, and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire.
