Job Title: Permit Inspector

Job Summary
Inspects Regional Right-of-Way (RoW) with respect to conditions and specifications with road use, sign by-laws and encroachments. Liaise with other levels of government, telecommunication and utility companies, Regional staff and contractors to ensure coordinated services. Corresponds with Special Event Coordinators, representatives from the MTO, Police and local Municipalities, to ensure safe use of Regional roads during events and construction. Enforces Regional Road use by-laws pertaining to signs, controlled access, obstruction/fouling. Additionally, this position participates in a variety of special projects and studies, within other functions of the transportation services. Identifies any infractions occurring within the Regional RoW and coordinates with the Regional Enforcement Officers.
This position currently falls within our hybrid model, allowing the employee to typically work a minimum of 50% of your time at your regular work location and the other 50% of time at home.

Responsibilities
1. Receive, review and assess applications for permits, with respect to conformity to policies, by-law requirements and technical merit. Assist with technical language on restoration specifications.
2. Inspect work completed by the permit holder, as per specifications and conditions of the approved permit to ensure compliance.
3. Comment on potential problems or conflicts based on engineered drawings, specification review, and/or field conditions.
4. Resolve site issues regarding minor design, detour problems or conflicts with other activities and provide direction accordingly.
5. Take a leadership role in the coordination of enforcement activities associated with the Road Use By-laws.
6. Collaborate, partner and act as liaison with area municipalities, public utilities and other community agencies, in order to support and build community compliance with the provisions of the Road Use By-laws.
7. Establish and maintain liaison with Regional Road Managers, utility companies, contractors, etc. in resolving problems relating to permits, complaints and requests for service.
8. Participate in staff meetings for the purpose of planning, coordinating and problem solving related to administration of relevant enforcement or permit application process.
9. Responsible for relevant data collections and documentation, such as photographing by-law infractions and project sites for court evidence on future problems.
10. Perform field inspections (pre, during and post-construction) of Regional rights-of-way with respect to permitting conditions, Regional road use and sign by-laws, policies, encroachments, similar matters and where required, undertake necessary corrective action and advise the Enforcement Officers accordingly.
11. Establish and maintain liaison with developers, architects, engineering consultants, contractors, taxpayers, utility companies and municipalities to ensure the provision of coordinated and efficient by-law enforcement services and make decisions related to permit applications.
12. Co-ordinate road use for planned activities such as, community events, movement of oversize loads and construction encroachment activities.
13. Perform inspections of construction sites to ensure permit compliance.
14. Recommend the adoption of MTO traffic control standards, to ensure safe traffic control through the worksite.
15. Handle inquiries associated with permitting, including complaints. Ascertain nature of the business, resolve issues, assist or direct to appropriate staff.
16. Prepare materials and information for joint municipal/utility coordinating committees.
17. Respond to public inquiries and complaints and meet with individuals to seek and enforce compliance with by-law provisions.
18. Investigate, gather evidence and prepare documentation for court appearances as a witness for non-compliance of Regional By-laws.
19. Other duties as assigned.
