Works Technician 4 (Operations) – Traffic
Reporting to an Engineering Supervisor, the successful applicant will support the Division’s services by acting in a senior level technical position to attain an optimum level of operations along the Regional Road system in terms of safety and efficiency through the application of traffic engineering practices, project management, safety performance analysis, traffic control signal and geometric road design and advanced traffic control systems management.

The incumbent will:

  • Provide technical expertise and support to technical staff, field staff, consultants and contractors in a diverse traffic engineering and project management environment
  • Prepare, implement and evaluate detailed Region-wide signal timing programs and control strategies
  • Co-ordinate, develop, maintain and administer projects, research, detailed analysis and formulation of appropriate process improvements, quality control and safety countermeasures
  • Participate on various project teams and liaise with Regional staff, area municipalities and other external agencies to sustain the operational integrity of the transportation network
  • Assist in the administration of tender documents and verification of contract deliverables including inspection, quality control and project management
  • Ensure sound engineering judgement, fiscal responsibility, adherence to standards and regulations
  • Provide verbal and written responses including reports to committees, stakeholders, other departmental divisions and external agencies
  • Respond to enquiries from the public and other agencies

The successful applicant will possess:

  • A three-year post-secondary diploma in Civil Engineering Technology or a related discipline or equivalent combination of education and experience
  • Registration or be eligible for registration as a Certified Engineering Technologist with O.A.C.E.T.T.
  • Several years of work-related experience
  • Thorough understanding of traffic system operations and effect on a road network, traffic signal and street lighting design, installation of traffic control signals, purpose and installation of roadway signs, roadside protection and operating speed limits
  • Understanding of the design review process to ensure design requirements, consistency, quality assurance and value engineering
  • Knowledge of traffic signal and system components, their application and programming techniques, and an in-depth knowledge related to the componentry and programming of traffic signal controllers
  • Leadership, teamwork, conceptualizing, and problem-solving abilities
  • Thorough knowledge in Regional design criteria, Regional Purchasing By-law and Procedures, Ontario Traffic Manual, Highway Traffic Act, Accessibility for Ontarians with Disabilities Acts, and the Occupational Health and Safety Act
  • Experience working with Microsoft Office software (Word, Excel, Access, PowerPoint, Project), AutoCAD, AutoTURN, Synchro, Time Space Diagram, Traffic Control Systems, Traffic Data Management Systems and Traffic software applications such as REMS, EWO, SIMMS, etc.
  • Strong verbal and written communication skills, as well as public relations, analytical, mediation, conflict resolution, and project management skills
  • A valid Ontario Class ‘G’ Driver’s License

CUPE 1764 Salary Grade 8
This position is with Salary Grade 8 and will be paid at the following hourly rates:

– Start: $50.43 – Six Month: $53.23 – Job: $56.03
