Transportation Project Engineer

Reporting to the Manager of Transportation Planning, the Transportation Project Engineer is accountable for the review of complex transportation, traffic, parking, traffic management implementation plans, and transportation designs submitted in support of a full range of development applications submitted to the Town. This position will provide guidance and leadership to other Transportation and Traffic team members that undertake development application reviews. The Transportation Project Engineer will also undertake Environmental Assessments, Transportation Master Plan Updates,  Transportation Demand Management Plan Updates, and other transportation initiatives. This position will provide customer service through traffic calming requests and traffic complaints; administer the Town’s Automated Speed Enforcement Program; develop transportation policies and initiatives on Transportation Demand Management, Active Transportation, parking and transit; provide transportation forecast information for the Town’s budget, long range capital forecast and Development Charge Background Study. This position will serve as an expert witness at OLT hearings.

Job Duties Include

• Reviews complex transportation, parking, and transportation infrastructure designs and provides comment and analysis on a full range of development applications including Official Plan Amendments, Zoning By-law Amendments, draft plans of subdivision/condominium, site plans, site plan amendments, land severances and minor variances to ensure adherence to standards and guidelines with recommendations for policy and infrastructure requirements.
• Provides sound technical advice and guidance to the Transportation Technologists on development application reviews, active transportation initiatives, automated speed enforcement program, traffic calming initiatives, the traffic data collection program, traffic warrant analysis.
• Ensures that all customer inquiries and/or complaints raised by internal or external customers are entered into the Town’s Cityworks system and timely responses are provided to elected officials, internal departments, external agencies, applicants, and the general public in a professional manner.
• Leads the administration and review of the Town’s major transportation studies and projects including, but not limited to, Environmental Assessments, Transportation Master Plan Updates,  Transportation Demand Management Plan Updates, and other transportation programs and initiatives.
• Leads the review of and input into transportation and transit planning projects undertaken by external agencies such as Metrolinx, MTO, the Region of Durham, and neighbouring municipalities.
• Prepares and presents staff reports and recommendations to Community Affairs and Planning Committee, General Government Committee and Council as necessary; provides presentations at advisory committee meetings, Road Watch Committee, Roadway Safety Committee, public open house meetings; prepares project plans; consults with stakeholders; and assists with mediation and conflict resolution.
• Provides evidence and represents the Town at Ontario Land Tribunal (OLT) Hearings, and other tribunals or at Divisional or Superior Court.
• Provides information and transportation advice to Council, Department Heads, agencies, landowners, the general public and the development industry through telephone inquiries, and at meetings; provides assistance to regional staff with long range transportation planning to coordinate work and improve communication; liaises with Regional Transit to coordinate work, improve communication, and facilitate active transportation facilities.
• Provides direction on the Town’s traffic data collection program and assessment.
• Evaluates Town standards and engineering practices to achieve compliance with the Transportation Master Plan, Official Plan, and Transportation Demand Management Plan and to improve outcomes.
• Establishes Transportation standards for the Town’s Engineering and Geometric Design Criteria.
• Other duties as assigned.

Qualifications/Skills

• 4-year University degree in Civil or Transportation Engineering
• Minimum five (5) years progressively responsible experience in Transportation/Traffic Engineering or a combination of training, education and experience deemed equivalent.
• Demonstrated knowledge in transportation and traffic engineering.
• A license as a Professional Engineer (P.Eng.) in the Province of Ontario is required
• Membership in the Institute of Transportation Engineers (ITE).
• Professional Traffic Operation Engineer (PTOE) designation will be considered an asset.
• Experience in the broader public sector or unionized work environment.
• Through working knowledge of applicable regulations including, the Ontario Health and Safety Act,  Municipal Act, Highway Traffic act, EA Act, ITE Manuals, relevant Transportation Association of Canada (TAC) and MTO Standards, and OTM Guidelines.

What we offer to staff

• Salary: $102,042 – $127,553 per year.
• Hours of Work: This is a non-union position that works 35 hours per week.   The hours of work are from 8:30 a.m. – 4:30 p.m. Monday to Friday.
