From Concept to Completion: Revitalizing Spruce Grove’s Downtown

The Spruce Grove City Centre Redevelopment project reimagined the downtown core as a vibrant, family-friendly destination with year-round activities and welcoming public spaces. Key features included Spruce Grove’s first raised intersection, seating nodes to promote gathering, and landscaped medians and planting beds. Completed alongside the revitalization of the adjacent Columbus Park, the project integrates park design elements into the streetscape to create a cohesive and unified public realm. This presentation will share key lessons learned from Concept Design through to construction completion, offering insights applicable to projects in both small and large municipalities. We will highlight navigating engagement with Downtown businesses, median/frontage zone trade-offs, the construction of adjacent plazas for festival uses, soil cell integration, underground utility challenges, complexities working with prefabricated items, and maintaining ongoing communication with businesses.

About the Presenters:

Nicholas Kelly, P.Eng.

Nicholas Kelly is a Transportation Engineer based in Edmonton, Alberta. He specializes in urban roadway planning, design, and construction, and has spent the past nine years at ISL working on transportation projects across the Edmonton region. His work focuses on improving mobility, safety, and sustainability in urban areas. He has practical experience in design and construction, including integrating multimodal networks, creating pedestrian-friendly streets, and enhancing public spaces. This combination of technical knowledge and field experience helps him connect design concepts with real-world implementation. He is committed to building urban environments that meet community needs and support long-term growth, and takes a collaborative, detail-oriented approach to every project.

Kaitlyn Chin, E.I.T.

Kaitlyn Chin is a Transportation Engineer-in-Training based in Edmonton, Alberta, with a focus on urban transportation projects such as streetscapes and neighbourhood renewal. As part of ISL’s Transportation Team, she supports projects from design through to construction. Kaitlyn served as resident E.I.T. for the Spruce Grove Downtown Streetscape project, helping bring the vision for a more pedestrian-friendly and vibrant downtown to life throughout construction. She is passionate about creating spaces that improve connectivity and enhance community life.
